What should i do about my nosey neighbour?

He keeps spying on my good lady wife through the window while she's in the shower, I'v told him if he wants to carry on looking he has to re-subscribe like the rest of the neighbours. Any ideas on how to stop this cad without penalizing the rest of my customers.
