Was the "Hoover Dam" socialist work program a failure? It created trillions in profits for Nevada?

FDR's program started the project, but it was completed under Herbert Hoover - one of the least popular presidents of all time. During the ribbon cutting he was openly booed by the same construction workers who built the dam. The dam was hated at the time not because of the social benefits and the creation of Las Vegas, but because of the name - Hoover Dam. Thats why many people still refer to it as Boulder Dam.
