I am trying to find a old movie I saw about a group of people from the future travel back intime to view ?

disasters i.e. earth quakes, fires etc, and when the travelers are about to enter the time period it is like time freezes and the landscape and buildings change. But there is this one many that does not freeze and sses the people comming from the future and tries to get them to stop the disasters. Does anyone know what movie this is?
