Do i have a shot at state university of NY in binghamton?

i am a junior in H.S. i plan to participate in the student government this year. my overall GPA as of now is roughly around a 3.0-3.1 which is pretty bad i ume. My school does not offer any AP course so i am losing opportunity. i have however took the psat last year and manage to score a 1860 overall. last summer i attended a sat prep program to built up my score and wind up taking the final and score 2110. Now i am very confident that i will do well in the upcoming psat for all sophmore and junior this october. i am intending to focus in every cl and do extremely well in all subjects so by the end of my junior year i would get a overage gpa of at least a 3.2. So my question is does senior year grades count and does taking ap courses affect my chances of getting into the state university of binghamton? all answers will be greatly appreciated. srry for the long paragraph. thanks in advance.
